Only currently registered students at Lone Star College-CyFair (or associated centers) may submit this interest form. The Office of Student Life will remain issue-neutral in the RSO formation process. Only students may form a Registered Student Organization (RSO). RSOs are intended for students and are funded by students. Faculty and staff are involved as advisors of RSOs, not creators of them.
Approval Process:
1. Prior to submitting this form, the group must:
2. Group submits this Emerging RSO Interest Form. Once this form has been submitted the group may start to meet to get organized, but is not allowed to host events until the RSO has been officially recognized. During this time, the group must elect at least one officer.
3. Advisor(s) submit(s) Advisor Agreement Form(s). Each advisor must submit his/her form individually.
4. Officer(s) submit(s) Officer Agreement Form(s). Each officer must submit his/her form individually.
5. Director of Student Life reviews the first draft of the constitution. Frequently, drafts go back and forth between the Director and the proposed organization before a final copy is approved. This is why we ask you to submit your constitution in Word format.
6. Once the constitution is approved by the RSO and Director of Student Life, the constitution and supporting documents are submitted to the College President for consideration. The College President makes the decision to approve or deny the new RSO.
7. Director of Student Life notifies advisor(s) and officer(s) for proposed RSO, whether they are approved or denied. If the RSO is denied, they may appeal the decision to the Vice President, Student Success.
8. A new budget number is created. Newly recognized RSOs that gain recognition during the fall window will have up to $200 to spend while they build the organization. Newly recognized RSOs that gain recognition during the spring window will have up to $100 to spend while they build the organization. New RSOs are eligible to apply for funds from the Student Fee Advisory Committee (SFAC) for the upcoming year, as long as they have been approved by the budget request deadline.
The following will be considered when approving new RSOs:
• Materials for the proposed organization may be submitted at any time.
Official approval/recognition from the College President, along with the completion of the RSO Annual Registration form, MUST occur within the RSO registration period (June 1-October 15, or January 15-March 15).
***Since it will take some time to gather materials, identify an Advisor, Officers, and club members, and create the draft of the proposed organization's constitution, it is highly recommended that you begin the process at least two months prior to the start of the RSO Registration period.
• The proposed organization must meet most frequently at LSC-CyFair and/or one of its affiliated centers.
• The proposed organization must provide equal opportunities to all students at Lone Star College-CyFair and its associated centers to participate, regardless of race, color, sex, age, sexual orientation, gender identity, gender expression, religion, disability, veteran status, or any other protected status. This provision must be stated in the RSO constitution.
• At least 2 students must be committed to becoming members of the organization. These students must be in good standing with the College, and must be registered in at least one class at LSC-CyFair or one of its associated centers. Must submit roster with member names, LSC student ID numbers, and phone numbers on the form below.
• At least one officer must be listed on the form below. Officers serve in the capacity of president, vice president, secretary, treasurer, or similar position.
• Emerging RSOs are strongly encouraged to seek out an advisor to work with the group. Advisors must be current employees at LSC-CyFair or it's affiliated centers. RSO Advisors must be at least 21 years of age and cannot be current LSC students. Part time employees require approval from the LSC-CyFair President. If an advisor is not identified, one will be assigned through the RSO Group Advisor Program.
• A constitution must be submitted, and must be approved by the Director of Student Life. The constitution must contain definitions and roles of each officer position. A sample constitution can be found on the RSO Forms & Resources page, under the first heading.
• The creation of the student organization cannot violate federal, state, or local law, or the College's Board Policy Manual.
• The College will not consider the applications of organizations engaged in the following activities:
(a) Extreme Risk-organizations engaging in activities that pose an extreme level of health and safety risk to participants and others or activities that pose a risk of damage to public or private property will not be considered;
(b) Service Providers-organizations providing services more appropriately provided by college offices and academic departments, government agencies, private sector, health and mental health agencies, legal and financial investment firms, and emergency response agencies will not be considered;
(c) For-profits/Non-profits-organizations incorporated as for-profit businesses or non-profit organizations will not be considered;
(d) Investment/Lending Clubs-organizations engaging in the investment and/or lending of funds, digital currency, microfinance/microcredit, and solidarity lending services will not be considered; and
(e) Social Drinking/Smoking Clubs-organizations that will engage in activities focused on the consumption of alcohol or use of tobacco or similar products will not be considered.
Student Life and the College President will remain issue-neutral in the approval process, meaning that recognition of an RSO will not be denied solely based on the views expressed by the group.
